After more than a decade of service to the people of Eagle Mountain, Tom Westmoreland has helped make Utah County one of the best places to live, work, and raise a family.
For eight years, Tom served as Eagle Mountain Mayor, providing steady, principled leadership during a period of rapid growth. Under his guidance, the city successfully navigated the challenges that come with being one of the fastest-growing cities in the state.

At the same time, he prioritized open space for wildlife and outdoor recreation, including mountain biking, horseback riding, and hiking—while also protecting deer migration routes and historic sites.

Tom brings a professional background in business development, marketing, and management to his public service. Before serving as mayor, he was a member of the Eagle Mountain City Council, where he championed policies that strengthened the local economy—even through a global pandemic and record national inflation. He played a key role in attracting major employers like Facebook, Tyson, and Google to Eagle Mountain, and he launched the city’s first Chamber of Commerce, laying the foundation for a business-friendly environment that continues to welcome new retailers and restaurants.
In his free time, Tom enjoys studying the Constitution, staying active in his church, and spending time with his sweetheart, Rebekah. Together, they share nine children, seven grandchildren, and a host of animals. They moved to Utah County in 2008 because they recognized what an incredible place it is to raise a family.
